In practice, yes, though not through a formal plan. The Cook County Treasurer says state law does not allow formal payment plans, but its office accepts partial payments, so you can pay as your budget allows. It offers a payment plan calculator on cookcountytreasurer.com to help you set monthly or biweekly amounts.
Partial payments are accepted online, by mail and at Chase branches. Paying online from a bank account is free; card payments carry a 2.08% third-party fee.
What partial payments do not do is move the due date. Any balance unpaid after the due date accrues interest of 0.75% a month, and delinquent taxes can be offered at the Treasurer's annual tax sale (see the Cook County tax sale). Paying down early, before the due date, is what avoids the interest.
